He has been and continues to volunteer for various economic development initiatives such as Edmonton Global, the Hong Kong Canada Business Association and others.
Mr. Horner was a four term Member of the Legislative Assembly of Alberta for the constituency of Spruce Grove-St. Albert.
Mr. Horner has held such portfolios as Deputy Premier, President of Treasury Board and Minister of Finance, Minister of Enterprise, Minister of Advanced Education and Technology, Minister of Agriculture and Senior Advisor to the Premier on Internal Trade and Federal and Provincial Relations. Having served in the Canadian Armed Forces, Reserve, he was proud to also be the first provincial liaison to the Canadian Armed Forces as Deputy Premier. Mr. Horner was also instrumental in establishing Campus Alberta, a collaborative association of Alberta’s post-secondary institutions.
Mr. Horner has been a strong advocate for companies looking to create “P3” partnerships to create new ways of providing capital for public and private institutions. Most recently a lease to own collaboration of the Town of Ponoka, the regional Library, Campus Alberta Central and Landrex Developments to create the Ponoka town center. An innovative approach to remove old unsafe infrastructure and replace with new usable community space.
Mr. Horner has a solid background in business. He worked in both the banking and agriculture industry prior to his political career. Following the sale of his family’s grain processing business to ConAgra in 1993, Mr. Horner moved to the company’s Nebraska office, where he was responsible for the international marketing and sales of specialty grains. He later returned to Canada and established a trading company for agri-foods and agri-feeds for domestic and international markets.
Mr. Horner graduated from the Southern Alberta Institute of Technology (SAIT) with a diploma in business. After completing further studies, he was accredited by the Institute of Canadian Bankers, and has honorary degrees from both Olds College and SAIT. Mr. Horner holds an ICD.D designation from the Institute of Corporate Directors

Jeff was awarded Queen Elizabeth II Diamond Jubilee Medal, named to Canada’s top 10 Edtech Newsmakers of the Year (listed as #2) in 2012 for “leadership, innovative thinking and embracing 21st century learning within his province and beyond” and received the prestigious Shifting Minds Award from C21.
As Minister of Infrastructure Jeff was in a leadership position as Alberta executed on several P3 contracts and was Minister of Education and Minister of Seniors when the Government of Alberta (GoA) launched its largest capital plans in those portfolios including P3 and alternatively finance projects. In particular Jeff was responsible for awarding the P3 contract for the North East Anthony Henday and in excess of a dozen k-12 schools.
In addition to his experience in the capital planning of the Government from 3 different key ministries, he was also a member of the GOA’s Treasury Board (TB) as Vice-Chair. TB is the Cabinet Committee responsible for the Province’s budget process including evaluation and awarding of P3’s.
Since leaving elected office Jeff has been involved extensively in consulting in Government relations and policy as well as raising capital for several private sector initiatives.

Ms. Barclay has over 30 years of experience working with senior officials within the Public Service. She spent 14 years with the University of Alberta, working closely with the President and senior leadership team, as well as the network of other post-secondary institutions in Alberta, Canada and internationally. She was instrumental in launching the China Institute at the University of Alberta after helping to leverage a $30 million gift to the University of Alberta.
She is the former Chief of Staff to the Alberta Finance Minister and President of Treasury Board where she had dealings with each ministry and had insight to the many different programs and services they offered. She was a key liaison for the departments to the Minister.
Since leaving the public service she has been advising private companies on how to navigate various government and regulatory obstacles, as well as making introductions to senior leadership teams. She is one of the founders of the Canada Asia Synergy Group with a focus on connecting Canadian businesses with Chinese investment.
Ms. Barclay has the Chartered Managers designation from the Canadian Institute of Management. She currently serves as a member of the Advisory Board for the Salvation Army. She is the Past President of the Hong Kong Canada Business Association (Edmonton Section) and is an Honorary Member of the Association of Chinese Canadian Professors.
